The percentage of people lacking qualifications here jumps to 27.87% but OFSTED reports that seven of the schools are providing inadequate education to students.
5. Wishaw
Bonnie Wishaw (just near Motherwell) reveals some shocking statistics when you compare it to other Scottish cities like Edinburgh.

25.43% of people have no qualifications in Motherwell compared to just 2.63% in Edinburgh, where people are generally wealthier… That could be very telling.
